Zev Yaroslavsky, Mark Ridley-Thomas, Gloria Molina, Mike Antonovich and Don Knabe.
Knabe and Antonovich opposed the tax head on, while Molina and Ridley-Thomas were for it. Zev Yaroslavsky was the swing vote who said it was a bad idea.
