Mayor Eric Garcetti has gone off the deep end.  It seems Garcetti thinks he can declare war on poverty and win!  Garcetti believes he can give away free housing to the homeless and the homeless will come and live in a homeless ghetto appartment project.  Garcetti thinks an apartment housing project will wipe out the homeless problem in Los Angeles.
